The Race to Reauthorize: Why the Next Highway and Transit Bill Can’t Wait

As Washington begins work on the next surface transportation bill, AGC of America is actively engaging lawmakers and committee staff to ensure the industry’s priorities are built into the legislation from the start.

 

With federal highway and transit funding set to expire on Sept. 30, the stakes could not be higher.

For contractors, it is not just about getting a bill done, it is about getting it done right.

The decisions Congress makes will shape how projects move forward, how quickly they are delivered and whether contractors have the certainty to plan, hire and invest. A strong, long-term bill supports growth and stability. Delays or weak policy create uncertainty, slow project flow and make it harder to operate.

That is why AGC is focused on shaping a bill that reflects real-world construction needs. Key priorities include strong, stable investment levels, a sustainable Highway Trust Fund, permitting reforms to speed project delivery, improved work zone safety and workforce development.

Just as important is avoiding the breakdowns that have plagued past reauthorizations. When Congress delays, agencies pull back, lettings slow and projects are scaled down. For contractors, that means gaps in work and tougher business decisions.

To help drive both outcomes, shaping the bill and ensuring it passes on time, AGC launched America’s Moving Forward, a national campaign to influence the reauthorization process.

The campaign combines research and polling, a dedicated digital hub and website and targeted outreach to lawmakers in key districts. Backed by the Construction Advocacy Fund – AGC’s war chest for major advocacy efforts – it is designed to build urgency and deliver results.

Every construction project depends on a reliable transportation network. The next highway and transit bill will determine how that network is funded and how effectively projects move forward.

With the deadline approaching, the focus is clear: get a bill done and get it right.
