FLAGSTAFF, Ariz. – The Liv Sky Cottages development is currently the largest active vertical residential construction project in Flagstaff.

The $60 million-plus multifamily community features 203 thoughtfully designed cottages and marks a major expansion in Northern Arizona housing.

The general contractor for the Liv Sky Cottages is Wespac Residential, Inc. – a division of Wespac Construction – while the architectural design firm handles the project is Todd & Associates Architecture.

The project is being developed on a 32-acre site through a partnership between Liv Communities LLC and Vintage Partners, with Ardurra Group Inc. handling civil engineering and infrastructure design.

Groundbreaking occurred in March 2025.

The early infrastructure phases in 2024 and 2025 prioritized off-site roadway enhancements, utility layout hookups and sidewalk integrations along Woody Mountain Road.

Phased move-ins are continuing this year. The community began welcoming its first wave of residents as early-phase framing and structural pods completed.

The Liv Sky Cottages development integrates a variety of concrete sustainability metrics and eco-friendly features to meet Flagstaff’s strict climate and housing goals.

Regarding construction waste efficiency, by using advanced pre-fabrication tech from a specialized construction partner, the project cuts traditional construction waste by 20 percent.

Precision building technology is allowing Wespac Residential to complete framing and structural infrastructure 30 percent more quickly than standard builds.

The entire community bans natural gas and propane infrastructure, utilizing entirely electric appliances, heating, and utilities.

Selected residential cottage roofs feature pre-installed active solar panels to feed directly into the local power grid.

Sustainable transit is a critical priority of the development. The Liv Sky Cottages neighborhood provides an integrated, eco-friendly transit program featuring shared Rivian electric trucks and communal e-bikes. The property also features a grid of localized, multi-vehicle electric vehicle charging stations for personal cars.

Under the category of environmental and night sky protection, all outdoor, trail and safety lighting uses shielded, low-lumen fixtures to preserve Flagstaff’s designated dark sky environment. Also part of the community’s design are natural walking paths, community garden beds and centralized waste compactors to lower its daily ecological footprint.
